Synopsis
Data is sent to Tau Cygna Five to evacuate fifteen thousand human colonists before the Sheliak settle it. Gosheven refuses, so Data threatens to destroy the colony's aqueduct and wins them over, while Picard uses a treaty arbitration clause to win three weeks.
